All scientists go through these motions though I find few seem to realize how the actions of their vocation form the foundation for creativity. By giving oneself the chance to explore, that ability to find what works can arise.
Democracy is a wonderful thing, but, when it comes to creativity, I believe a benign dictatorship often produces better results. Every brainstorm needs a leader; someone who can shape and direct the discussion without dominating it.

The successes of great men like Isaac Asimov point to a readymade and definite answer: creativity. Such men, with no formal education on numerous topics, have achieved and contributed so much to the advancement of knowledge that it would be difficult to believe that they never had any formal training in such fields. They have come up with great ideas that have lived beyond their years.
However, it is important to note that creativity stems from a strong desire and not only from the amount of knowledge that one possesses in any field. To come up with new ideas, one must have a strong passion which can endure the many challenges that come in the way of creativity. Armed with this, even ordinary folks with no formal education can be creative enough to come up new ideas.
We can still embark on those endeavors that require creativity. It is these creative endeavors that bring to life new ideas. Through creativity, we can come up with new ideas for making new machines and computers, for repairing the machines and computers and improving on the technology we used on the existing ones.
Hence, with creativity dwindling, chances of such individuals coming up with new ideas would be almost impossible. Thus, children who are educated into appreciating their creativity no matter how stupid their ideas may appear to be would most probably be creative (Youtube). As they grown, they will have higher probability of coming up with novel ideas as a result of their creativity.

It's fascinating to note how some of Asimov's predictions from 1964 are dead-on, while others still seem like absolute fantasies we may not even see by 2064. One of the things I concluded after rereading Asimov's essay post-CES is that predictions tell us more about the time in which they were made than anything else.
What might these conditions include? What principles can we use to guide us? I recently re-discovered this lovely essay on creativity by Issac Asimov, in which he offers some thoughts on creating the conditions for others to generate ideas:
